You will all recall the implementation by the Government on 28 May 2014 of the Licensing Act 2003 (Mandatory Licensing Conditions) (Amendment Order 2014). This effectively prevents businesses from selling alcohol below the cost of duty for the product in question plus VAT.  The ban operates by way of a licensing condition in the Mandatory Code of Practice that applies to all licensed premises, including those with Club premises certificates in England and Wales.
